What to Look for in a Tenant Application: A Chicago Landlord Guide

A well-screened tenant is the foundation of a profitable rental investment. A poorly screened tenant can cost you months of unpaid rent, property damage, legal fees, and the emotional toll of an eviction. The application review process is your first and most important line of defense.

Here is what to look for in a tenant application, and how to evaluate each factor with confidence.

Income Verification: The 3x Rule and Why It Matters

The industry standard for income qualification is that a tenant’s gross monthly income should be at least 3 times the monthly rent. This ratio exists because it gives the tenant enough financial buffer to cover rent while meeting other obligations (car payment, food, utilities, healthcare).

For a $1,500/month rental, you are looking for tenants with gross monthly income of $4,500 or more ($54,000/year).

How to verify income in Illinois:

  • Request the last 2-3 pay stubs for employed applicants
  • Bank statements for self-employed or freelance applicants (3-6 months)
  • Social Security or disability award letters for fixed-income applicants
  • Offer letters for newly employed applicants (verify with employer directly)

Understand local fair housing rules before making any income-related decisions.

Credit Score: What to Look For

Credit scores are a snapshot of financial behavior, not a guarantee of future payment. Use them as one data point among many.

General guidelines:

  • 650+: Good credit, proceed to full review
  • 580-649: Fair credit, look more carefully at the full credit report (what caused the lower score?)
  • Below 580: Higher risk, requires larger security deposit and thorough review of recent payment history

More important than the score itself is what the credit report shows. Recent collections, judgments, or late payments on utilities or rent are red flags. Old medical debt or a single late payment years ago is much less concerning than a pattern of financial mismanagement.

Eviction History: Non-Negotiable

A prior eviction is the single strongest predictor of future eviction. Run an eviction search on every adult applicant.

Be familiar with the Chicago Residential Landlord and Tenant Ordinance (RLTO) if your property is in Chicago, and with Cook County rules if applicable.

Rental History: Talk to Previous Landlords

Reference calls to previous landlords are underutilized by many landlords. Ask previous landlords:

  • Did the tenant pay rent on time consistently?
  • Did they leave the property in good condition at move-out?
  • Would you rent to them again?

The last question is the most revealing. A hesitant or vague answer to “would you rent to them again?” tells you more than any other response.

Employment Stability and History

Length of employment matters. An applicant who has held the same job for 2+ years has demonstrated more stability than one who has changed jobs every 6 months. For gig economy workers, look at the consistency of income over 12+ months of bank statements.

Applying Fair Housing Laws Consistently

Every decision in your tenant selection process must be based on objective, documented criteria. Federal Fair Housing Law prohibits discrimination based on race, color, national origin, religion, sex, familial status, and disability. Many local Illinois jurisdictions add additional protected classes.

Apply your qualification criteria consistently to every applicant and document your process. Use written qualification criteria that you apply uniformly.
